AR and NSCN(K) engage in heavy gunfight
CHANGLANG, Aug 29: A major encounter took place between NSCN (K) cadres and Assam Rifles in the wee hours of Aug 28 near Railung Village in Changlang.
As per the reports from Assam Rifles, the encounter took place for approximately 90 minutes in which the insurgents attempted to pin down the security forces with heavy firing of small arms, Lathode Bomb fired in conjunction with five IEDs.
However no casualties were reported from both sides.
This is the fifth gunfight since May this year and the second this month in the wake of heightened security measures and the intense CI crackdown against insurgent groups especially NSCN (K). The area continues to remain on high alert, added the release.
Byaling calls for round the clock health services
ITANAGAR, Aug 29: Minister Rural Development, Tanga Byaling and MLAs of Upper Subansiri have called for providing round the clock services at district hospital Daporijo and better services at other health centres.
The elected representatives of Upper Subansiri held series of meetings on Monday at the conference hall of SIRD with the Departments of Agriculture, Horticulture, Veterinary and Health & Family Welfare to review the progress of various centrally sponsored schemes and to find a lasting solution to critical issues of Upper Subansiri district.
The meeting was attended by Minister Agriculture, Wangki Lowang, Dumporijo MLA, Paknga Bage, Daporijo MLA, Dikto Yekar, Commissioners of Agriculture, Fisheries, Health & Family Welfare, Secretary (Horticulture), Directors of Fisheries, Horticulture and Health, senior officials and officers from the district of the respective departments.
The legislators also requested the Health and Family Welfare department to post required doctors, nursing and other health assistants to the sub-centres, CHCs and PHCs of Upper Subansiri district.
MLA, Daporijo, Dikto Yekar requested for establishment of Health Sub-Centre at Yekar village, CHC at Giba and PHCs at Nilling and Chetam circles. Dumporijo MLA advocated for early upgradation of Bui sub-centre to PHC, creation of a sub-centre at Riko village and providing ambulance for Maro CHC and Baririjo PHC.
Regarding supply of medicines to the district, the DHS informed that sufficient medicines are made available to all the districts as per the demands of the DMOs.
Taking part in the discussion, the Minister Wangki Lowang suggested for preparing a list of schemes which are affected with non-release of state matching share so that necessary action can be taken at the appropriate level. He also suggested for having better coordination among all the departments of the state for doing ease of business and to attract private and public investments in the state in line with the Sikkim model.
Dumporijo, MLA, Paknga Bage underscored the need for having establishment of agriculture and horticulture market sheds at Maro and Baririjo administrative headquarters while providing required and subsidised fertilizers with other farm machinery like tractor-chain, link fencing and spray machines to the farmers. He also called for creation of ADO post for Sigi-Gusar circle. Bage also requested for providing warehouses to store crops at Daporijo, Siyum, Maro, Muri-Mugli and to make available trucks and tractors to the farmers on reasonable rates to facilitate the farmers.
Secretary Horticulture has suggested for a horticulture circuit like tourist circuit to enable the farmers to transport their horticultural products for marketing.
Commissioner Agriculture also pointed out that Agriculture and allied sector is not getting adequate allocation under NABARD while central shares to some of the schemes are not released due to non-release of proportionate matching state share in the past.
Commissioner, Fisheries, Director, Fisheries and Deputy Director, AH & Veterinary also took part in the discussion. Almost all the departments requested for posting of adequate manpower to manage the demands of the public and deliver the services at the desired level.
Minister RD Byaling requested all the departments to prepare action plans for their respective departments based on the discussions had during the meeting and place before the government for addressing the issues.
Minister inspects STS bus body building in Nagaon
ITANAGAR, Aug 29: To ensure quality of APST buses, Transport and Civil Supplies Minister Jomde Kena accompanied by General Manager, Arunachal Pradesh State Transport Services Abu Tayeng and Additional General Manager B. Bhattacharjee on Monday inspected the ongoing body building works in Prakash Body Construction Nagaon, Assam.
Kena is the first minister of the State Government to undertake such inspection to ensure the quality of STS buses before induction.
16 new deluxe buses will be inducted into APST fleet in addition to 12 'Ultra' buses, which have already been inducted into its fleet.
The Minister directed the body builders to keep quality control standards besides adhering to delivery schedule.
"Timely delivery is needed since these buses will not only cater to public services but also earn revenue for the state, he added.
While appreciating the General Manger and his team for introduction of Ultra buses, the Minister assured to take up the issue with Chief Minister for induction of more buses to STS.
National Sports Day celebrated
ITANAGAR, Aug 29: The National Sports Day was celebrated on Monday commemorating the birth anniversary of hockey wizard Dhyan Chand by both the Directorate of Sports and Directorate Youth Affairs, various educational institutes, including Rajiv Gandhi University (RGU).
At Sangey Lhaden Sports Academy (SLSA), Chimpu, the staff and students of the SLSA, both the directorates enthusiastically took part in the day-long programme.
Various games and sports competitions, including football, running race, Tug of War, Musical Chair and other recreational games were organized among the students and staff.
The students of SLSA, who participated in the recently concluded World WUSU Championship at Georgia, were felicitated on the occasion.
The programme was attended, among others, by Arunachal Olympic Association Secretary General Abraham K. Techi and Sports Authority of Arunachal Vice Chairman G Doke.
Speaking on the occasion, Abraham said that National Sports Day is celebrated on August 29 every year to commemorate the birthday of Major Dhyan Chand, who devoted his entire life for the promotion of sports in the country.
Dhyan Chand helped India win three Hockey Gold medals consecutively in Olympics in 1928, 1932 and 1936. He was called "Hockey Wizard" for his unmatched hockey talents.
Abraham called for maintaining discipline to achieve success in sports. "There is a need to maintain discipline and sincerity to take up sports as a career. Hard works, sincerity, discipline and dedication are keys to success in sports field," he added.
He said there is vast scope for improvement in the working style of Sports Authority of Arunachal (SAA), and said authority should extend more support to the budding sportspersons. He suggested for conducting quarterly meeting of Directorates of Sports and Directorate of Youths Affairs with coaches of different disciplines to promote and develop sports.
Vice Chairman SAA G. Doke, Director Sports Tadar Apa, Director of Youths Affairs DK Dinglow along with resource persons Tamat Gamoh, P Nobin Jamoh also spoke on the occasion.
Arunachal Physical Education and Sports Union (APESU) also celebrated the National Sports Day by organizing various sports activities at Govt. Secondary School, Chimpu near here on Monday.
Speaking on the occasion, Arunachal Olympic Association (AOA) vice president Toko Teki advised the young players and students to aim high, set goal and work hard to achieve the desired goal in life.
Besides bringing glory to his/her nation, a successful sportsperson can earn lot of money, name and fame through sports, Teki, who also is the president of Arunachal Wushu Association, said. He encouraged the students to play sports along with their regular studies also to remain physically fit, mentally sound and healthy. He, however, advised them to choose either sports or education according to their skill and ability to excel in their chosen field.
Responding to a two-point memorandum submitted to AOA by the school captain, Teki said that, at present, AOA had no available resources to meet the demands. He, however, assured to take up the demand with local MLA Techi Kaso.
The school captain appealed AOA to provide some sports goods and sound system for the school.
Lauding APESU for organizing the important day, the AOA vice president urged members of the union to continue to render their service for development of sports in Arunachal Pradesh.
Later, Teki distributed prizes to the winners and runners up of various sports competition, like football, volleyball, running race (100m), musical chair etc. organized to mark the occasion.
The Department of Physical Education, Rajiv Gandhi University (RGU) celebrated National Sports Day in a befitting manner.
The theme of the programme was "Say No to Alcohol and No to Drugs" with an aim to promote health, fitness and abstinence from alcohol and drugs among the Group C & D employees of the University.
Around 150 staff from various sections, like administration section, civil engineering, electrical engineering, water supply and vehicle section participated in various games and sports competitions, like dodge ball, Sweet Race, 'Tug of War' etc. followed by prize distribution.
Vice Chancellor Prof. Tamo Mibang, speaking on the occasion focused on the importance of proper nutrition and balanced diet for health body and mind. Bar Association stages dharna

ITANAGAR, Aug 29: The members of Papum Pare Capital Complex Bar Association on Monday staged sit in dharna outside the district court complex at Yupia demanding unconditional written apology from district and session judge Jaweplu Chai. The association boycotted court proceeding alleging ill treatment to a practicing lawyer by the judge Chai.
Large number of lawyers participated in the protest dharna. Holding placard the lawyer fraternities expressed anger over the alleged dictatorial behavior of judge and warned that till she apologizes they will continue the non-cooperation movement against her.
According to the Papum Pare Capital Complex Bar Association during a court proceeding last week judge Chai abused a lawyer when he was about to place his case. "She had some issue with bar association regarding setting up of a canteen in the court premises.
But that was an administrative issue and should have been dealt accordingly. To our utter shock during a court proceeding when the said advocate was about to present case on behalf of his client judge Chai started abusing him. This is not the way a respected judge behaves," rued an agitated advocate.
Even as lawyer fraternities were protesting battling extreme hot weather condition, one of their fraternity member breached the trust and went on to attend the court proceeding. Mukh Pertin senior designated advocate and president of Gauhati High Court Itanagar Permanent Bench Bar Association attended court much to the displeasure of agitating lawyers. The enraged protesting lawyer's gheroed him when he was leaving the court premises and heckled him. Later talking to media person president of Papum Pare Capital Complex Bar Association Tarh Eha strongly condemned the act of Pertin. "We deeply respect him as he is the senior most advocate of state. Infact we were counting the support of seniors like him in our fight for the dignity of the lawyer fraternity. It's a tragedy that instead of supporting us he attended the court proceeding. We are deeply hurt by his behavior. We have lodged formal complaint against Pertin to Vice President and General Secretary of Gauhati High Court Itanagar Permanent Bench Bar Association," said Tarh Eha. He also informed that till their one point demand of unconditional written apology is met the agitation against district and session judge Jaweplu Chai will continue.
The media persons could not contact Chai for her version on the alleged ill treatment to a practicing lawyer as she refused to meet the journalists.
APESU demands appointment of PET in every school

ITANAGAR, Aug 29: Arunachal Physical Education and Sports Union (APESU) demanded appointment of at least one Physical Education Teacher (PET) in every government secondary and higher secondary school.
As per RTE Act and NCTE norms and guidelines, there should be one PET in every government secondary and higher secondary school. In Arunachal Pradesh, there are around 133 PET against 265 schools which means that 50 percent of the schools are without a PET, told APESU president Tajing Passing in the sideline of the National Sports Day celebration at Govt. Secondary School near here on Monday.
Stressing on the importance of physical education in schools for overall development of students, the APESU president informed that no post of PET has been created since 1980. He appealed to the state government to create posts of PET to absorb more than 60 unemployed qualified physical education teachers in the state.
The union also lamented non-appointment of District Sports Officers (DSOs) in various districts, District Youth Officers and Assistant Youth Officers after bifurcation of the Department of Sports and Youth Affairs. At present, only five districts have DSOs out of the 20, the union informed and appealed for appointment of DSOs in rest of the districts.
APESU also lamented lack of sufficient coaches for sportspersons in the state.
"There are around 9-10 coaches under a single DSO in Manipur whereas the ratio in the state is less than 1:1," the union president said and urged the authorities concerned of the sports department to look into the matter seriously to improve performance.
ABKYW seeks status report on Bulo murder case
ITANAGAR, Aug 29: The youth wing of Adi Bane Kebang, Si-Yumi block, Mechukha demanded latest status of the Kali Bulo murder case from Additional Deputy Commissioner, Mechukha, West Siang.
Kali Bulo, who was serving as teacher at Govt. Hr. Sec. School Mechukha, was brutally murdered at his official residence on August 5, 2015.
In this connection, a Special Investigation Team( SIT) was appointed to crack the case. But till date, there has been no breakthrough in the murder case and the status of the case is also not known, the block ABK youth wing stated in its complain letter to the ADC.
It demanded early apprehension of the murderer to give Justice to the family of the deceased and public as well.
DC sets deadline for 100% Aadhar seeding
PASIGHAT, Aug 29: East Siang Deputy Commissioner Isha Khosla has asked to complete the process of Aadhar seeding by December for 100 percent Aadhar enabled DBT payments.
The exercise should also cover all government employees, including contractual/ contingency staff and workers as the State Government has taken decision to link payment with Aadhar, said the Deputy Commissioner, who chaired the District Development Co-ordination and Monitoring Committee on behalf of the Lok Sabha MP here on Monday.
While reviewing the progress of various centrally sponsored schemes (CSS) implemented in East Siang, the DC asked the BDOs to ensure timely completion of all the on going project/schemes in their respective jurisdiction.
She stressed on selection of genuine schemes so that benefits of such schemes must reach the target people.
Emphasizing on the need to create awareness among public on various centrally sponsored schemes, she suggested that the departments can put up stalls during Solung celebration to disseminate information on various flagship programmes.
The DC asked to survey and notify slum areas to develop affordable houses to the urban poor under Pradhan Mantri Awas Yojana (Urban) to which DD, UD & Housing PK Thungon informed that beneficiaries have been identified based on guidelines.
We must sustain our efforts to achieve cleanliness mission under Swaccha Bharat Abhiyan in rural areas and villages of East Siang, she said and called for construction of community toilets near Anganwadis and use of Swachh Bharat Mission (SBM) logo in all completed IHHL.
While taking stock of the progress made under Digital India to provide Common Service Centre in each Gram Panchayat, the DC called upon the BDOs and PRIs to ensure that Panchayat offices are also connected with internet for citizen centric e-governance services.
She assured to take up with concern banks for clearance of loans applied under PMEGP.
The DC also asked to expedite ongoing PMGSY projects.
Nari-Koyu MLA Kento Rina put forward his suggestion for early release of fund from the departments to PRIs as PRIs are vital stakeholders in rural development and timely implementation of development plans at village level. He also suggested for conducting awareness camps for PRIs with regard to opening of bank accounts.

Arunachal stalls able to draw huge visitors at Mumbai event
ITANAGAR, Aug 29: The stalls from Arunachal Pradesh put up during the 'Songs and Dances of Northeast' at CIDCO Exhibition and Convention Hall, Vashi, Navi Mimbai drew thousands of visitors, including from North East States staying in Maharashtra.
The State Tourism Department put up a stall depicting the scenic beauty of tourist places of Arunachal Pradesh, wherein many people enquired about tour related information, like tourist destinations, facilities available etc.
Arunachal Pradesh Tour Operator Association (APTOA) led by its president John Panye and general secretary Bengia Mrinal along with TIOs of the Department put their best effort to woo tourist highlighting the rich bio-diversity, culture and tradition of the state.
"Many enquiries were there about Arunachal Pradesh. We have put our best efforts to disseminate information regarding scenic beauties of the state to the enthusiastic tourists," Panye said.
Panye said conducting such event in outside the state is very necessary to woo more visitors and market the rich cultural and biodiversity to the outside world.
He welcomed the Chief Minister Pema Khandu's initiative to invite investors from outside the state, including CII for the state's development.
On the other hand, mouthwatering dishes of Arunachal Pradesh served in a stall by a Pasighat based NGO 'AYANG" pulled more crowds to taste it delicacies.

Kanggong Moyong of Smart City FC single handedly led his team to taste the first win by scoring in 6th, 40th and 43rd minute.
Smart City FC has lost their first match against Pasighat Sporting Club on August 25.
Social Tayeng and Rovers Pait scored 1 goal each for United Brothers Mebo.
LMB FC will take on Sika FC on August 30 at the same playground at 2 pm.
Candle light march organized in honour of late DSP

ROING, Aug 29: A candle light march was organized in honour of Martyr Bomto Kamdak and to express solidarity with the family of the late DSP by Galo Welfare Society, Lower Dibang Valley District Unit here on Saturday last.
The march started from Roing Welcome Gate and culminated at Town Hall near General Ground.
Hundreds of people from all walks of life, including Rajya Sabha Member Mukut Mithi, PRI leasers, students, general public and members of Adi Bane Kebang (district unit), Idu Mishmi Cultural and Literary Society, Roing Bazaar Committee, police personnel joined the march to show their solidarity with the late DSP.
Moto Gara briefed about Late Kamdak. President of CoSAAP and ABK District Units also spoke.
The participants condemned in their strongest term the criminal act of Tagiung Yangfo and demanded arrest of the culprit without any further delay and his stringent punishment.
They also pledged not to give the culprit shelter or try to protect him.
The programme ended with a two minutes mourning in respect of the departed soul.

Awareness camp on Domestic Violence and Protection of Child at Koloriang
KOLORIANG, Aug 29: A daylong awareness camp on protection of women from domestic violence and protection of child from sexual abuse and their rights was held at community hall Koloriang, Kurung Kumey on Aug 26.
ADC Chechung Chukhu, Principal Juvenile Justice Board and Deputy Director, ICDS Kurung Kumey unit and Reekam Bengia, CWC incharge conducted the programme.
Deliberation were made on protection of child from any kind of sexual abuse, protection of child from any kind of physical harassment and child labour, prevention of child trafficking, child rights and laws, compulsory education for every child both male and female, and remedies government has initiated to tackle the challenges.
Further talks were also made on women empowerment, protection of women from domestic violence and any kind of harassment, how to avail projects meant for women empowerment and economic upliftment and women rights and laws.
The ADC requested everyone to take benefit of their rights provided by the government for their all round development.

Ering emphasizes on timely submission of UCs
KHONSA, Aug 29: Stressing the importance of timely submission of utilization certificates to avail new fund allocation, Arunachal East MP, Ninong Ering has asked the executing agencies of Tirap to plan meticulously for the development of the district.
Ering was speaking at the first district level development co-ordination and monitoring committee at Khonsa on Monday, which was attended by the committee members including Tirap ZPC, ADC, SP and HoDs.
The MP said that such a co-ordination meeting of all the stakeholders was important for the success and proper monitoring of the centrally sponsored schemes.
He added that co-ordination meeting of the members of district level development co-ordination and monitoring committee was made mandatory by the GOI, without which no fund would be provided.
Further MP Ering suggested that the ZPC and PRI members should monitor the on-going schemes to ensure proper execution of work by the executing agencies without compromising with the quality of work and by following the technical specifications as per the laid down guidelines.
Tirap ZPC, Sontung Bangsia while participating in the deliberation urged the department officers to maintain transparency while executing the schemes and called on them to implement the central schemes by taking the PRI leaders into confidence.
PD, DRDA, Dahey Sangno informed that the main purpose of conducting the all important meeting was to improve the working atmosphere involving different line departments converging together to effectively implement the centrally sponsored schemes as per the directives of the GOI. He urged the members to be pro-active as the scopes and onus of DDCMC had increased unlike in the past. He added that the DDCMCM would be held in the month of October annually.
Presentations were made by the representatives of departments like ICDS, RWD, PHED, Power, DFCS, DUDA, Health and Family Welfare, NIC, PWD (Highway) and RailTel (USOF) Company Ltd on the works and schemes being taken up by respective departments.

ITANAGAR Aug 29: The third convocation of the National Institute of Technology, Arunachal Pradesh is scheduled to be held on Sept 14 next. Governor, Jyoti Prakash Rajkhowa will be delivering the convocation address and confer upon B.Tech, M.Tech, Ph.D on a number of students.

Five master trainers attend training of BFTs
ITANAGAR, Aug 29: Five master trainers from Arunachal are attending a state-level master trainer programme under Barefoot Technician (BFTs) against MGNREGA for timely preparation of training modules and development of BFT for 2,500 each active Job Cards holders in every Gram Panchayat of all the states, which began on Monday at the Conference Hall in Dr. BR Ambedkar Block at National institute of Rural Development & Panchayat Raj, Telangana.
The trainers include; Technical Assistant DRDA, East Siang, Tamar Baki, Kirli Bui, APO(RE) DRDA, Pangin, Gumli Ado, EO (RE), Pangin CD Block, Gamtum Karbak, EO(Longding) and TA-cum-Work Manager, (MGNREGA) cell Rural Development Department Itanagar, Priya Doyom.
The training was led by Head Professor-cum-Course Director, NIRD & PR, Hyderabad, Dr. N. Rajnikanta and Consultant-cum-Course Coordinator, MoRD, GoI, RP Agrawal, Consultant, MORD, GoI, Sonal Kulshreshtha and Assistant Director, National Academy of Construction, Hyderabad, Hemu Bhukya.
The resource persons covered all the modules and learning element as per the skill customized Modules under MGNREGA. The master trainers shall be entrusting the task of delivery of 90 days training modules for development and training MGNREGA, BFTs in the entire state. Apart from being entrusted with the task of identification of proposed work, conduct technical surveys, preparing estimates and assist in planning process, they shall be authorized to give lay-out of the works as per requirement, supervise execution of works and also record measurement of M-Book of Mahatma Gandhi NREGA works.
Misappropriation alleged
ITANAGAR, Aug 29: The Arunachal Pradesh Youth Congress has alleged EE (E) electrical division Daporijo of misappropriation in the RGGVY project of 52 villages under Giba circle of Upper Subansiri district.
In its complaint letter to the chief secretary, it claimed that the engineer along with the contractor withdrew amount Rs 21.77 crore for the project without field verification.
'The 52 villages are still reeling under darkness. There is no sign of physical progress leave alone installation of 1KV HT lines, even electric poles are nowhere to be seen,' Youth Congress alleged.
It has sought SIT or CBI probe into the episode.
Earlier in June, Ex-ASM of Menga Dignium had also written to the CS alleging that the project work completion certificate was false and that his signature and seal was forged to withdraw the payment.
Health camp organized
ITANAGAR, Aug 29: Altogether 27 people including 7 children of the Gyan Mission Orphanage, Jullang availed free health services and medicines in a free health cum hygiene awareness camp which was organized by National Service Scheme (NSS) unit of North East Homeopathic Medical College & Hospital under the guidance of Dr M P Singh and Dr Ram Krishna Pul Talukdar at the orphanage on Sunday.
Blood group test was also carried out during the camp.

The story of Jarawa tribe that now find themselves surrounded in a land that is slipping away from their feet in Andaman and Nicobar island.
I am not well acquaint with all the revolution that had happened around the world which later shaped the world in good or bad, but every revolution brought a sea of change that either drown people to death or change the structure of the way world existed into something compatible and uplifting humanitarianism.
The revolution that is being carried on in the name of development has made tribal
people to seek refuge out of their homeland only to see their cultural identity being
buried, like a sloping roof that makes rain water slip away into the ground that
later leaves behind no traces of rain which could have rather been preserved for
our own use. Tribal people don't want to remain in a primitive world when few kilometers
away there is a whole different world but at the same time they don't want exploitation
to happen in the name of development. What they need is a development that is mixed
of just and judicious. A development that value the umbilical cord one tribal attached
with its ancestral land. A heritage land upon which their ancestors were buried;
land which give them a temple-
It saddens to see the once still-
We surely will have our own stories to share with the lineage that find themselves less cultural and highly modernised; modern with feeble roots.

Overstaying the tenure
Dear Editor,
It has been observed that the officers who are staying in their posting places, especially in Bomdila, for more than 3 years are not found in their offices. They are found doing businesses. They become very arrogant and do not attend to the public. Most of the engineers who have completed more than 3 years of service need to be transferred for smooth functioning of the offices and better delivery. We would like to request the Govt. to follow the Govt. notifications regarding transfer and posting policy and transfer all the officers, to other places who have completed their tenure of 3 years here.
